Do electricians legally need to be registered?
Strictly, no: it is legal to trade as an electrician without scheme registration, which surprises most people. What an unregistered electrician cannot do is self-certify notifiable work, so those jobs must go through building control. Registration is therefore the practical standard for domestic work, and the sensible customer requirement.
The UK does not license electricians the way it licenses gas engineers (where Gas Safe registration is a legal requirement to work at all). An experienced, qualified electrician can legally operate outside the schemes, and a few genuinely excellent ones do, mostly in commercial niches where Part P does not apply.
Domestically, the architecture makes registration near-mandatory in practice: consumer unit changes, new circuits and much kitchen and bathroom work are notifiable, and the non-scheme route through building control adds fees, delay and an inspector's reluctance to certify work they did not oversee. A domestic electrician who is unregistered has chosen friction as a business model, which invites the question why.
The gas comparison is worth internalising because customers often assume equivalence: 'Gas Safe registered' is a legal floor; 'NICEIC registered' is a voluntary scheme that the market has made a de facto floor. Both are checkable on public registers, and checking is normal.
Customer translation: require registration for domestic work, not because the law does, but because it packages the things you cannot verify yourself, assessed competence, insurance, self-certification and a complaints backstop, into one checkable fact.
