Do I legally have to upgrade an old fuse box?

No. There is no law requiring an upgrade in your own home, and anyone telling you otherwise is selling. The honest position: an old board that passes inspection can stay. What changes the calculation is risk and events, an EICR coding it, an insurance renewal asking about it, adding a big new load, or simply that rewireable fuses protect wiring but do almost nothing to protect people. Landlords are different: an EICR that codes the board C2 makes remedial work legally required.

Why does my fuse box keep tripping?

A trip is the system working: something downstream is leaking current or overloading. The usual suspects, in order: a failing appliance (kettles, washing machines and outdoor equipment lead the table), moisture in an outdoor socket or light, a damaged cable, or a genuinely overloaded circuit.
